THE FIRMS: Begun in 1948, post Roswell and WWII, Intelligence Division I was the brainchild of Edmund Roth and Nicholas Wright. Having met at Princeton, they had both been recruited for Intelligence by the Pentagon and were the wunderkind of current thought at the time. Intelligence Division I was a step outside the box of the American agencies to come; CIA, FBI, HUAC, all ways of monitoring (and putting a stop to) un-American behavior. Recruiting themselves, Roth and Wright scoured the country for the best; those with their fingers on the pulse of technology, those who could manufacture identities - there was an unofficial amnesty on all previously illegal activities before joining, so long as those activities contributed to the well running of the Division.

Roth pressed for recruitment outside the whitebread, WASP image of the organization, Wright argued for distinctly American recruits; McCarthy happened and in the wake of HUAC and the expulsion from IDI of any Russian-born recruits by Wright's signature, the two men parted terms in bad company. IDI became ID2 and all applicants with any sort of criminal background found their applications somehow mislaid or declined politely, until a good ten years had passed and ID had become desperate. With the press covering the Communists in America and the presence of one or two in ID itself, ID as a department and a division was swept under the rug. Relocated, set up in its own building and firmly dissassociated from more 'official' governmental operations, ID became I7, the present-day unofficial-official organization. Specializing in monitoring terrorist and political activity, with a grass-roots approach, I7 is a large organization employing over 2000 people in various capacities, all of whom have signed the Official Secrets Act, and all of whose jobs, technically, do not exist. Following Wright's death in 1982, his associate William Crane took over directorship of the division.

Roth, on walking, took with him a number of things, not limited to a Rolodex of contacts, an interest in those with an unconventional training background to their jobs, and the code that had set up the secure contact network that ID possessed. He founded The Agency in 1961. On tax documentation, The Agency goes by an unassuming name as a multi-national conglomerate that deals primarily with /find some suitable front here/ The reality is very different. The Agency is ruthless in doing exactly what it is contracted to do; a gun for hire, it has and will continue to be involved in terrorist activity, arms dealing, human trafficking amongst other, equally nefarious activities. It offers unlimited opportunities for the best of the best to obtain cutting-edge technology, high-pressure/high-pay-off assignments and to test their skills to the limits. Conventional qualifications are not mandatory to obtain a position at The Agency; talent is. While for some morals cannot be purchased with the six figure salaries, they can be appeased with the knowledge that while The Agency is often hired by society's undercrust, they are also invaluable to those in the right. The Agency (and those who work there) can turn down any assignment, register objections, if they so choose. Seen as a vigilante's method of finding justice, rather than devotion to the law, The Agency has run consistently and secretly, under the mantle of Leonore Roth, Edmund's daughter, since 1993.

Both companies know of one another's existence; inevitably in conflict, even in the field, their opposition was armed by their rival. There is a history of severe rivalry, and both companies have a reputation of trawling the top ten schools in each country for suitable graduates, with a very low intake of those that apply. Make it in either company, and you are set for life. Go rogue, and they will hunt you down.

CIPHER: CIPHER was a Russian intelligence network originally set up in 1986, in the dying throes of the Soviet Union. Initially a handful of elites, combined with some of the ex-KGB and other less savory elements of Russian society, CIPHER has had dealings all over the world; from Asian bride-sales, to the oil industry, if there's possibly a way of amassing power for CIPHER, they're in on it. Vastly wealthy, CIPHER is a massive organization with the power driven by the central three families; Vladimirs, the Petrovs and the Volkovs. They all have different motivations and different concerns; one family is a hold-over from the 1917 Revolution, with a history of trying to claw back the power they once had at that time, another had ties to the top levels of the Soviet information. All in all, it's an incredibly unsavory organization to be a part of. Experimental research into bio-weapons, oil resources and to some degree, anti-Capitalist sentiments reign supreme on the list of interests for this organization. If you are in it, congratulations. You now have access to a whole host of information and data that has been wrenched from proper authorities by skill, scheming and a measure of just sheer balls. You are in bed with pretty much every shit-causing group out there, including (but not limited to) terrorist cells, religious groups, political regimes - and you've got them by the short hairs. Of course, while they're trying to make Russia the biggest bad-ass place out there, restore a pretty wrecked economy and collapsed political system - they're also up against the Agency, I7 and every other intelligence network in the Western Hemisphere.

SENATOR JEFFRIES: Jeffries began his political career in 1990, and currently represents Washington DC in the Senate. While a Democrat, he has been known to various elements of the underworld as a man who has his own agenda and ways of manipulating his peers in order to get to a point that he wants. This is the man who half the world wants to buy off, and half the world wants to kill. He attended Harvard, class of 1963, and then went on into law before making his career in politics. A genial man, he is white-haired, has a wife, two sons and three grandchildren, and is continually followed by Secret Service staff, since the CIA intercepted a potential threat against his life. Both I7 and the Agency are in agreement on this one; they would very much like the political control he has - in the state, and with connections made over the years - to end.
